RULES OF COMPETITION

1. Interpretation

In these rules unless otherwise stated: -

‘Main Committee’ means the Committee organizing the Bintulu Regatta 2006 in Bintulu and includes any sub-committee assigned by it.

‘Boat racing’ means various categories of boat races organised by the Main Committee 2006.

The Technical Sub-Committee’ means the Sub-Committee appointed by the Main Committee to organize, control, conduct and prepare the rules and regulations of the boat racing in Bintulu Regatta 2006.

‘Boat’ means racing boat made of wood, plywood and fibreglass participating in the regatta, which is managed and controlled by the Technical Sub-Committee.

‘Boat Owner’ means the owner of the boat or his authorised agent.

‘Judges’ means officials appointed by the Technical Sub-Committee to scrutinize and decide the winners of each race of the boat racing at the finishing point.

‘Marshals’ means officials appointed by the Technical Sub-Committee to arrange, control and conduct any race and to reject or disqualify any racing boat contravening the rules.

‘Starters’ means officials appointed by the Technical Sub-Committee and assigned to start off the race.

‘Umpires’ means officials appointed by the Technical Sub-Committee to supervise the boats racing.

2. Powers and Responsibilities of the Technical Sub-Committee

(i) The Technical Sub-Committee is assigned to organize and control the boat racing and empowered to make rules, to regulate the boat racing, to appoint officers as marshals, starters, umpires and judges or to perform other duties related thereto. The Technical Sub-Committee has the right to charge and receive entrance fees on boats participating the boat racing;

(ii) The Main Committee reserves the right to postpone or cancel or rearrange the race or the boat racing or to deal in any other way as it deems necessary;


(iii) All the relevant parties in the boat racing shall comply with the Technical Sub-Committee’s directives, control, requirement or decision.

(iv) Any question of interpretation or order not provided in these rules shall be decided by the Technical Sub-Committee whose decision in the matter or on any disputed point of interpretation or procedure shall be final.

3. Judges’ and umpires’ Duties and Responsibilities

(i) The judges are responsible to scrutinize or monitor the racing boats reaching the finishing point and record which boats win the first to the fifth places respectively.

(ii) The umpires are responsible to supervise or regulate the smooth running of the boats from the starting line to the finishing point and have the power to disqualify or order any boat which contravened the rules or intentionally or without reasonable cause endangered the safety of other boat out of the race.

4. Marshals’ and Starters’ Duties and Responsibilities

(i) The marshals and starters are responsible to arrange, control or cancel any race and have the right to reject any racing boat, which failed to comply with the rules or to obey their directive, supervision or decision.

(ii) The marshals and starters are responsible to arrange and start the race and have power to :


a) recall any boat to the starting line when the boat has committed a false start and direct it to ready itself for a restart; or

b) reject any boat from participating in the race if the boat is not ready at the starting line at least fifteen (15) minutes before the race is due to start,

c) Any boat that made false start two times in row in each race shall be disqualified from that race.

(iii) The marshals and starters have the power to adjust or redirect the starting point on the directive of the Technical Sub-Committee or on their own accord with reasonable notice.

5. Appeal Panel

The Appeal Panel is formed by the Technical Sub-Committee to scrutinize disputes arising from any race. All disputes in writing shall only be lodged by the owner of the boats or his authorised agents within twenty (20) minutes after the race coupled with Ringgit Malaysia two hundred (RM200.00) appeal fee, which shall not be refundable if such appeal is dismissed. The Appeal Panel will discuss and make decision on the case brought forward. The Appeal Panel shall consist of the Chairman of the Main Committee, judges, umpires and starters of the boat racing. Disputes lodged by the crew member or other persons will not be entertained.

6. Boat Owners’ Duties and Responsibilities of

(i) The owner of the boat or his authorised agent is responsible for the health, welfare and safety of his crew and the safety of his boat.

(ii) The owner of the boat or his authorised agent upon registration of the boat is deemed to take notice of the rules and to undertake to abide by them and to ensure that his crew understand all the rules and obey the rules and directive of the Technical Sub-Committee.

(iii) The owner of the boat or his authorised agent shall ensure that no dangerous or offensive weapons like parang, gun, etc. are carried or concealed in the boat and upon contravention of this rule the boat shall be disqualified from the race and for winning the prize.

(iv) Boat owners are required to take up personal accident insurance policies for their authorised agents, servants, crew members and paddlers including his helmsman (jurumudi) and assistant helmsman (menggong).

(v) Boat owners, their authorised agents, servants, crew members and paddlers including their helmsman (jurumudi) and assistant helmsman (menggong) shall execute Letter of Indemnity to indemnify the Main Committee and its sub-committees from any liability that may arise from any untoward incidents during all the Bintulu Regatta 2006 events.

7. Responsibility of Helmsman and Assistant Helmsman

(i) The helmsman (jurumudi) shall display or exhibit the number allotted to his boat at the back of his (helmsman) own shirt.

(ii) The helmsman must not release the mooring rope of his boat from the starting line before the starting gun is fired.

(iii) The assistant helmsman (menggong) shall assist the helmsman to control the boat and to ensure that the boat will move along the lane not too close to any adjoining boat.

9. Number Plates

(i) Owners of boats or their authorised agents are required to draw lot to determine their respective lanes at the starting line in each race they participate.

(ii) The owner of the boat or his agent is required to draw the lot at a place and time to be determined by the Technical Sub-Committee.

(iii) The number plate allotted for the boat shall be firmly fixed to the bow of the boat.

(iv) The boat allotted plate No. 1 is required to take the lane nearest to the bank of the Sungai Kemena (Kemena River) on the town side while other boats are required to take their places in numerical order according to their allotted numbers.

10. Name of boats

(i) The name of the boat shall be clearly chiselled and painted in big Romanised letters on its hull near the bar. No boat is allowed to use name plate or board affixed to its hull.

(ii) The name shall be written in big Romanised letters only and no figure or number shall be affixed thereto, e.g. ‘BUJANG SATU and not ‘BUJANG 1’.

(iii) Each boat must use only one name in all races to participate and such name cannot be changed from race to race.

11. Default in overtaking

(i) No boat is allowed to overtake or cut across the path of another boat unless it has a clearance of at least 10 meters ahead of the boat to be overtaken or bypassed.

(ii) No boat shall deliberately or without reasonable cause press or ram another boat and the commission of such offence will render :

a) the defaulting boat to be disqualified and excluded from the race;

b) its winning as null and void; and

c) its helmsman (jurumudi) and assistant (menggong) to be removed or barred from their positions for the rest of the boat racing but they may only paddle as members of the crew. The name of the helmsman and his assistant shall be recorded before every race commences.

12. Award of prizes

In the event of a tie, the winning boats will be given equal prizes and both boats will be entitled to participate in the championship of the race concerned.


13. Entrance fees

(i) The entrance and other fees shall be paid in cash by the owners of boats or their authorised agents at the time they register their boats for races as follows :

(a) 15 paddler race and below - RM15.00 per race

(b) 20 paddlers race - RM20.00 per race

(c) 25 paddlers race - RM 25.00 per race

(d) 30 paddlers race - RM 30.00 per race

(e) Speedboat or long boat race - RM 50.00 per race

(f) Number plate and numbered cloth - RM5.00 per set

(g) Complaint fee - RM 200.00 per complaint

(ii) Fees will not be refundable or transferable.

(iii) Participants should submit entry in accordance with the entry form prepared by this Technical Sub-Committee.

14. Notices

(i) The owners of the boats or their authorized agents are responsible and deemed to take notice of the direction (arrow head) indicating the starting point of each race as displayed at the judges’ booth on the grandstand.

(ii) Announcement through the press or publication at conspicuous places by the Technical Sub-Committee in respect of the boat racing is deemed to be sufficient notice.

15. Liability

The Main Committee and its sub-committee or its authorised agent or servant shall not be responsible for injury to persons or damages to properties of the participants in the course of the boat racing and in consequence thereof. Participants for this purpose mean persons taking part in the boat racing or activities organized by the Main Committee for the boat racing and shall include spectators.
